Emergency water rescue course


                              





The International Maritime Rescue Federation (IMRF) is an authoritative organization dedicated to improving global maritime safety and emergency rescue capabilities. Its purpose is to "prevent the loss of human life on water globally". IMRF has released a series of standards and guidelines to help train water rescue personnel. The following is an emergency water rescue course launched by the International Ocean Engineering Training Center in conjunction with relevant IMRF standards:









Curriculum


Subject 1 Theoretical Learning


Basic lifeboat operator

The main purpose of the 'Basic Rescue Boat Operator Manual》 is to provide a resource marine environment that includes basic skills, knowledge, and guidance.

Subject 2 Practical Training


Personal protective equipment for water rescue

Through training, rescue personnel can proficiently master the performance parameters, wearing methods, and precautions of personal protective equipment for water rescue.



Subject 3 Practical Training  


Boat assembly

Through training, rescue personnel will become proficient in the assembly methods and precautions of the boat.



Subject 4   Practical training  

  Entering and swimming postures

Through training, rescue personnel can master different methods of entering the water in different situations (flat jump, slide), and learn to use different swimming postures correctly in different situations (ensure, defend, attack).



Subject 5  Practical training


Boat overturning and self rescue

Through training, rescue personnel can master the methods and precautions for self rescue when the boat capsizes during the rescue process.



Subject 6  Practical training


Unpowered boating

Through training, rescue personnel can proficiently master the methods and precautions for operating unpowered boats.



Subject 7  Practical training


Boat rescue


Through training, rescue personnel will become proficient in the methods and precautions for quickly rescuing boats in dangerous waters.



Subject 8  Practical training


Throwing rescue technology

Through training, rescue personnel can master and become familiar with equipment, and provide reasonable emergency assistance in case of emergencies.

International Maritime Rescue Federation (IMRF)

The International Maritime Rescue Federation (IMRF) is a charitable and public welfare non-governmental international organization with the aim of "preventing the loss of human life on water worldwide". The alliance was established in 1924 and has attracted the participation of professional associations and institutions of relevant maritime rescue government departments from multiple countries around the world for 84 years. It is an authoritative organization with wide official influence in the international maritime rescue community, representing a representative and professional nature. By the end of 2021, the alliance's members and affiliated units have reached over 60 countries/regions, with 121 members. Most international member units are composed of maritime rescue officials from various countries. Famous members include: China Rescue Agency, US Coast Guard, New Zealand Coast Guard, Wellington Volunteer Coast Guard, Bulgarian National Maritime Search and Rescue Association (BULSAR), German Maritime Search and Rescue Team, Irish Coast Guard The Dutch Coast Guard, the UK Maritime Coast Guard, and others, among which SIOETC was officially approved as a member of IMRF in 2023 and joined the FutureSAR Search and Rescue Future Working Group


China Diving and Salvage Industry Association



The China Diving and Salvage Industry Association is a national first level social organization, and is the only industry and non-profit social organization in China engaged in various diving, salvage, rescue, marine and underwater engineering, ship and facility construction, diving and salvage equipment manufacturing, diving medical support, marine maritime research, pollution prevention, teaching, training, insurance, and other related institutions. It is also one of the IMRF member units. The Central and State Organ Working Committees are the party building work institutions of the association, while the Ministry of Civil Affairs and the Ministry of Transport are the management and business guidance departments of the industry association. After fourteen years of development, the association has gradually become an influential industry association organization both domestically and internationally, achieving numerous remarkable results in the overall situation of the national marine power strategy and the overall emergency response framework.

  In order to further consolidate the industry's advantageous resources and promote the professional development of public safety and emergency rescue, the association has established a Public Safety and Emergency Rescue Branch based on the Guangdong Southern Emergency Management Research Institute. Gather renowned experts, scholars, and government officials in the fields of public safety, emergency management, and emergency rescue in China, interpret policy trends, share cutting-edge industry trends, research achievements, and technological innovations, and jointly explore the development of water safety and the construction of emergency rescue capabilities.
